William was born about 1669 and doubtless named for his father, Lt. Col. William Browne. William Jr., based on tithable records, lived on his father’s plantation 1685–87 and 1692–97.

He inherited the home plantation "Four Mile Tree". Since his son William pre-deceased him, he passed it on to his grandson, William Browne IV. During his long life Captain Browne accumulated additional plantations in Isle of Wight and Brunswick Counties.

By the time he wrote his will on 3 July 1746, all of his children had passed away. In his will, he names six grandsons, eight granddaughters and one great grandson. William Browne Jr. died between that date and 19 January 1746/47 when his will was recorded.
