He was Virginia Burgess from Essex County, 1770; signed the protest against the Stamp Act; was of the Westmoreland Association, 27 Feb 1776; member of the Virginia Committee of 1775 and 1776; member of Continental Congress, 1778-1782; member of Virginia Assembly, 1786-1788; member of Virginia Committee to ratify the Federal Constitution 26 Jan 1790.
